Wife of U.S. general says infidelity a toll of wars

(Reuters) - The wife of a U.S. Army general facing adultery and sex charges said on Monday military marriages have suffered from the extended U.S. involvement in Iraq and Afghanistan and described infidelity as an emotional war wound that gets overlooked.

In an interview with Reuters, Rebecca Sinclair said she was hurt to learn of her husband Brigadier General Jeffrey Sinclair's affair with a subordinate, which led to charges against him for more than two dozen military law violations.

But as the conduct of other U.S. generals is called into question - including that of retired Army General David Petraeus, who on November 9 quit his CIA director's post over an affair - Rebecca Sinclair said she felt compelled to speak out.

"I'm not looking to excuse the behavior," she said. "I'm not trying to say that infidelity is okay. What I'm trying to say is I can see how it happens."

Sinclair said that since the September 11, 2001 attacks on the United States, frequent deployments with little time home in between have put strain on soldiers and their families.

The Sinclairs, who on Friday mark their 27th wedding anniversary, have moved six times since the start of the wars in Iraq and Afghanistan and 17 times overall, she said. The oldest of their two children had attended six schools by the sixth grade.

"My husband has been home five years out of the last 11," she said. "There's less time for families to be families."

Infidelity occurs across all military ranks, Sinclair said, and spouses consider it a potential toll of war along with the physical and psychological wounds their partners may endure.

"I really feel that this open-ended war has consequences for our families," she said. "I'm trying to make a good situation out of bad, and I'm trying to find what we can do to use this as a teaching point going forward."

There were at least 71 adultery convictions in courts-martial proceedings across the services during the 2012 fiscal year, according to figures obtained from the services.

The private actions of two top national security officials have not resulted in adultery charges. Associates of Petraeus said his extramarital affair with biographer Paula Broadwell began after his 2011 Army retirement, which would mean he had not committed an offense under military law.

Another married officer, Marine General John Allen, the commander of U.S. and NATO forces in Afghanistan, is the subject of a Pentagon inspector general's review of what sources describe as "flirtatious" emails with a Tampa socialite that were discovered during the probe into Petraeus' liaison.

Allen has not been accused of wrongdoing, and he has told associates he did not have a romantic relationship with the woman, Jill Kelley.

"It's hard to see other people go through this," Rebecca Sinclair said. "My heart goes out to them and their families."

Her husband, Jeffrey Sinclair, was sent home from his post as a deputy commanding general in Afghanistan this year over allegations of inappropriate behavior toward four female subordinates and a civilian over the last five years.

One of the women, a captain whom Sinclair had requested be assigned to his unit in Afghanistan, said they had a three-year affair, during which she said he forced her to perform oral sex and threatened her career if she ended the relationship.

At a hearing this month at Fort Bragg in North Carolina, where Sinclair is based, his defense attorneys provided evidence that he passed a polygraph test in which he denied forcing the woman to perform any sexual acts.

Rebecca Sinclair did not attend the hearing with her husband.

She said they are working on their marriage and expressed hope the Army would drop the most serious charges - including forcible sodomy - against her husband based on evidence of a consensual relationship.

"My husband has admitted from the very beginning that he did commit adultery, and he feels that it's conduct unbecoming an officer," she said.

She said she believes her husband will be proven innocent. "And I'm hopeful that the Army is going to do the right thing," she said.

China's Xi warns party of corruption scourge

BEIJING (AP) ? China's new leader Xi Jinping warned officials they must fight the increasingly serious problem of corruption or risk ruining the country, though he offered no specific new proposals on how to combat the scourge.

In a weekend speech that was carried Monday by the official Xinhua News Agency, Xi told the new 25-member Politburo that the party must be vigilant against graft, noting that corruption in other countries in recent years has prompted major social unrest and the collapse of governments.

"The large number of facts tells us that if the problem of corruption becomes increasingly severe, it will lead to the ruin of the party and the country!" Xinhua quoted Xi as saying in a speech that can be read as an indication of the priorities of the incoming administration.

In his remarks, Xi dwelled at length on the importance of the party's theoretical foundations in Marxism, Leninism and the ideas espoused by his predecessors, but said leaders also had to be mindful of the practical realities of running the country and to reconnect with the population. His remarks on corruption stood out for being relatively free of political jargon all too common in Communist Party speeches.

"In recent years, within our party there have been serious discipline violations, the nature of which has been very bad, with a terrible political impact, causing much alarm," said Xi, who took over as China's Communist Party leader last Thursday.

Xi's language was unusually direct for a top leader, indicating his seriousness about the problem, but his speech gave few indications of how the party could better police itself, said Jean-Pierre Cabestan, a political scientist at Hong Kong Baptist University.

"He used strong words. It was clearly a warning: 'We have to do something about this,'" Cabestan said. "Clearly, for him, the crux of the matter is corruption. The trouble is, of course, that he doesn't tell us much about what are going to be the efficient tools or weapons he will put together to fight corruption."

Xi urged officials at all levels to obey anti-corruption regulations and to better limit their relatives or associates from abusing their influence for personal gain, but he gave no indication of any independent mechanism for investigating graft.

The party, which controls courts, police and prosecutors, has proved feeble in policing itself yet does not want to undermine its control by empowering an independent body to do so. Some officials have been required to report income, real estate holdings and other wealth to their superiors since 2010, but the measure has done little to staunch the graft.

A slew of corruption investigations have targeted high-level leaders in recent years, most notably former Politburo member Bo Xilai, who was purged this year after an aid disclosed that his wife murdered a British businessman. Bo is accused of obstructing the investigation into the murder as well as unspecified corruption while in office.

Foreign media reports in recent weeks also have documented massive wealth accumulated by Chinese leaders' families.

Xi took over as China's top leader last Thursday when he assumed the posts of party leader and head of the military commission from outgoing leader Hu Jintao. Hu will retain the title of president ? the ceremonial head of state ? until next spring when he hands that position over to Xi as well.

Xi and other party leaders have often reiterated that more needs to be done to root out deep-seated corruption in China that threatens the ruling Communist Party's legitimacy.

Xi also emphasized the need to narrow the gap between the party and the people in what seemed like an implicit critique of his predecessors, said Willy Lam, a political analyst at the Chinese University of Hong Kong.

Lam said Xi's frequent references to "the people" in his speech indicated that "the past two decades have resulted somehow in the people feeling alienated from the party."

"Now what he's saying is that from day one is that we shall stick to the people. We will do what the people want," Lam said.

BP agrees to record criminal penalties for U.S. oil spill

NEW ORLEANS/WASHINGTON (Reuters) - BP Plc will pay $4.5 billion in penalties and plead guilty to criminal misconduct in the Deepwater Horizon disaster, which caused the worst U.S. offshore oil spill ever.

U.S. Attorney General Eric Holder called the deal a "critical step forward" but was adamant that it did not end the criminal investigation of the 2010 spill.

The settlement announced on Thursday includes a $1.256 billion criminal fine, the largest such levy in U.S. history. It was not, however, the "global" settlement some had hoped for, which would have also resolved the considerable federal civil claims against the company at the same time.

"BP lied to me. They lied to the people of the Gulf. And they lied to their shareholders, and they lied to all Americans," said Representative Ed Markey, the top Democrat on the House Natural Resources Committee who led investigations at the time of the spill.

The government also indicted the two highest-ranking BP supervisors aboard the Deepwater Horizon during the disaster, charging them with 23 criminal counts including manslaughter. One man's lawyer said his client was being turned into a scapegoat for the disaster.

The April 2010 explosion on the rig in the Gulf of Mexico killed 11 workers. The mile-deep Macondo oil well then spewed 4.9 million barrels of oil into the Gulf over 87 days, fouling shorelines from Texas to Florida and eclipsing in severity the 1989 Exxon Valdez spill in Alaska.

The company said it would plead guilty to 11 felony counts related to the workers' deaths, a felony related to obstruction of Congress and two misdemeanors. It also faces five years' probation and the imposition of two monitors who will oversee its safety and ethics for the next four years.

Wall Street analysts said the deal will allow BP to focus again on oil production, while one U.S. senator from Louisiana said he hoped the settlement would not prevent his state and others from collecting civil penalties.

Investors shrugged off the news, and BP shares listed in New York and London were little changed on the day.

"It certainly is an encouraging step," said Pavel Molchanov, oil company analyst with Raymond James. "By eliminating the overhang of the criminal litigation, it is another step in clearing up BP's legal framework as it relates to Macondo."

The disaster has dragged BP from second to a distant fourth in the ranking of top Western oil companies by value.

'CRIMINAL SCALP'

"With these unprecedented criminal penalties assessed, I urge the Obama administration to be equally aggressive in securing civil monies that can help save our Louisiana coast" through other avenues, Louisiana Senator David Vitter said in a statement. "I certainly hope they didn't trade any of those monies away just to nail this criminal scalp to the wall."

Larry Schweiger, president of the National Wildlife Federation, called the settlement a "good down payment" on what BP should ultimately pay, which the environmental group argues is tens of billions of dollars more.

BP said the payments would be spread over six years, and that it expected to be able to handle the payments "within BP's current financial framework."

The company has sold $35 billion worth of assets to fund the costs of the spill. Matching that, it has paid $23 billion already in clean-up costs and claims, and has a further $12 billion earmarked for payment in its spill trust fund.

The oil company said it has not been advised of any government authority that intends to debar BP from federal contracting activities as a result of the deal.

'RECKLESS MANAGEMENT'

The lawyers for Bob Kaluza, the BP well manager aboard the rig who faces manslaughter charges, condemned the case against the four-decade oilfield veteran.

"Bob was not an executive or high-level BP official. He was a dedicated rig worker who mourns his fallen co-workers every day," Shaun Clarke and David Gerger said in a statement.

Kaluza faces two kinds of charges related to the workers' deaths: Involuntary manslaughter, a broad statute covering individuals whose reckless disregard leads directly to loss of life; and seaman's manslaughter, reserved for those employed on ships whose misconduct results in death.

"No one should take any satisfaction in this indictment of an innocent man. This is not justice," Kaluza's lawyers said.

As for BP, its settlement does not resolve civil litigation brought by the U.S. government and U.S. Gulf Coast states, which could be considered when the case convenes in February 2013.

Alabama Attorney General Luther Strange, who represents other spill-hit states in the case, said he intends to prove that BP's actions were grossly negligent - a charge that would bring billions of dollars in extra liability if upheld. Louisiana Governor Bobby Jindal agreed in a statement.

"The majority of BP's liability remains outstanding and we will hold them fully accountable," he said.

Holder said at a news conference to discuss the criminal settlement that while the government and BP had held talks to resolve the civil claims, the sides had not been able to agree on a "satisfactory" number. He said a deal was still possible but the government was moving ahead to the February trial.

Negligence is a key issue. A gross negligence finding could nearly quadruple civil damages owed by BP under the Clean Water Act to $21 billion.

Chief Financial Officer Brian Gilvary said the company's provisions should be enough to cover liabilities, provided it avoids a conviction for gross negligence, and that it had shareholder support to fight the case should that happen.

"I can boldly defend where we are in the provisions today. If something were to happen in the trial that read across to gross negligence ... then we would certainly take that to appeal," he said on a conference call with analysts.

Still unresolved is potential liability faced by Swiss-based Transocean Ltd, owner of the Deepwater Horizon vessel, and Halliburton Co, which provided cementing work on the well that U.S. investigators say was flawed.

Halliburton said it "remains confident that all the work it performed with respect to the Macondo well was completed in accordance with BP's specifications for its well construction plan and instructions. Halliburton has cooperated with the DOJ's investigation." Transocean was not available for comment.

According to the Justice Department, errors made by BP and Transocean in deciphering a pressure test of the Macondo well are a clear indication of gross negligence.

Transocean disclosed in September that it is in discussions with the Justice Department to pay $1.5 billion to resolve civil and criminal claims.

BP has already announced an uncapped class-action settlement with private plaintiffs that the company estimates will cost $7.8 billion to resolve litigation brought by over 100,000 individuals and businesses claiming economic and medical damages from the spill.

    Before the storm, Petraeus, Broadwell met in public

    Two weeks before his resignation as CIA Director, David Petraeus and his biographer, Paula Broadwell, both attended an event honoring one of Petreaus' predecessors, sources tell NBC News. It is the last known meeting between the two before the scandal that cost Petraeus his job went public and occurred after Broadwell had admitted to the FBI the two had an extramarital affair, according to multiple government and law enforcement officials.?

    One senior U.S. intelligence official who attended the event ? the annual Office of Strategic Services Society awards dinner -- tells NBC News that he saw the two speak to each other at the Oct. 27 event. The official did not know details of the conversation.


    The duo?s presence at the same event was first reported by the conservative weekly Human Events, which reported that they attended together. But numerous partygoers interviewed by NBC News disputed that.

    Still, their public proximity raised eyebrows after the events of last week unfolded.

    Said one former senior U.S. intelligence official who attended, ?It?s mind-boggling that she could be so reckless as to show up at high-profile events like this, shortly after learning the FBI was investigating their affair.??

    Charles T. Plinck, director of the OSS Society, did not return phone calls seeking comment from NBC News.

    The event came more than a month after Broadwell was first interviewed by the FBI following discovery of compromising emails that ultimately led to Petraeus' resignation on Nov. 9 ?Days after the event, the FBI would interview Petraeus for the first time and Broadwell for a second time. The event also occurred about four months after the two reportedly broke off their 10-month affair.

    The dinner is the annual award ceremony of the OSS Society, a group dedicated to honoring veterans of the Office of Strategic Services, the World War II predecessor to the Central Intelligence Agency. Petraeus, who sources described as being in a "great mood" that night,?gave one of the speeches honoring former CIA director and Secretary of Defense Robert Gates, the recipient of this year's William Donovan Award, named for the director of the OSS.

    The dinner is one of the intelligence community's most high-profile events. It attracts top U.S. and international intelligence officials, former directors of the CIA and other U.S. intelligence agencies.? In addition to Petraeus and Gates, others who attended included John Bennett, director of the CIA?s National Clandestine Service; William Webster, former head of both the CIA and FBI; Adm. Mike Mullen, former chairman of the Joint Chiefs of Staff, and Ambassador Hugh Montgomery, former director of the State Department's Bureau of Intelligence and Research.

    WASHINGTON (AP) - When Defense Secretary Leon Panetta pointedly warned young troops last spring to mind their ways, he may have been lecturing the wrong audience.

    The culture of military misconduct starts at the top.

    At least five current and former U.S. generals at the rank of one-star or higher have been reprimanded or investigated for possible misconduct in the past two weeks - a startling run of embarrassment for a military whose stock among Americans rose so high during a decade of war that its leaders seemed almost untouchable.

    From adultery and malfeasance to potentially inappropriate emails, the four-star foibles have rocked the military establishment and shocked the Obama administration even as it wrestles with a host of international challenges and a postelection redo of its national security team.

    The missteps suggest the possibility that the senior officer corps - including many who led or sent thousands of troops into battle since 2001 - are troubled by the same strains that sent suicide, sexual assault and stress disorder rates soaring among the rest of the force.

    At a deeper level, it may reflect the old adage about the military: Rank has its privileges. Do the generals suffer from arrogance and entitlement, borne from years in a military culture that endows them with unquestioned respect, even reverence? Are they so dazzled by their own standing that they become blind to their moral code?

    These questions recall a 2007 essay by Lt. Col. Paul Yingling, then an active-duty Army officer, who stunned his superiors by writing of a "crisis in American generalship" - a condemnation of their intellectual and moral failings. He cited an accountability double standard in the military.

    "As matters stand now," he wrote, "a private who loses a rifle suffers far greater consequences than a general who loses a war."

    In fact, protectionism among the military's high ranking officers has long been a complaint, as forces see young troops or lower-ranking officers lose rank, money or jobs over missteps that they believe would be overlooked if done by a three- or four-star.

    Asked about the possible demotion of a fellow four-star general, Army Chief of Staff Gen. Ray Odierno noted that losing a star could cost someone $1 million over the life of their retirement. No private would have to pay such a high cost, he said. Army Joint Chiefs of Staff Gen. Martin Dempsey recommended to Panetta that Gen. William 'Kip' Ward be spared the demotion for lavish, unauthorized spending.

    Others, however, say the generals' stumbles are just a microcosm of people as a whole and not necessarily typical of the higher ranking military.

    "You're not describing a general officer corps, you're describing a human condition," said Anthony Cordesman, a national security expert at the Center for Strategic and International Studies. "Whenever people are in hierarchical structures they develop a sense of entitlement, and they do, on occasion, abuse it."

    The generals on the hot seat in recent weeks include several top U.S. military commanders.

    - CIA Director David Petraeus, the former four-star general and top commander in Afghanistan, resigned as spy chief after the FBI uncovered evidence that he was having an extramarital affair with his biographer, Paula Broadwell. Petraeus has acknowledged the affair.

    - Ward, former head of U.S. Africa Command, was demoted and ordered to repay more than $82,000 for inappropriate and lavish spending on travel. A Ward spokesman said the general was not motivated by personal gain.

    - Brig. Gen. Jeffrey Sinclair is facing multiple sexual misconduct charges, including forcible sodomy, involving five women, including female officers who served with him. The initial hearing is over, but there has not yet been a decision on whether to proceed to a court-martial.

    - Gen. John Allen, top U.S. commander in Afghanistan, is under investigation for potentially inappropriate communications with Florida socialite Jill Kelley, whose name surfaced during the Petraeus investigation. Allen says he has done nothing wrong.

    - Adm. James Stavridis, Supreme Allied Commander of NATO, was cautioned by Navy Secretary Ray Mabus to exercise better oversight of his staff after an investigation into travel and expense questions, including a trip to a wine dinner in France. Stavridis was cleared of any misconduct.

    Stephen Biddle, a military expert at George Washington University who has advised American commanders in Iraq and Afghanistan, said it's hard to judge whether misconduct like adultery is more prevalent among American generals today than in decades past, or whether it has simply become more difficult for adulterers to keep their secret.

    "It clearly was never zero," he said, noting the widespread belief that Gen. Dwight D. Eisenhower had an extramarital affair while in the Army.

    Today's military faces a troubling combination of misbehavior at both ends of the rank spectrum.

    Concerns about troop behavior hit new heights after a series of widely publicized episodes in Afghanistan: the mistaken burning of Qurans, images of Marines urinating on insurgents' corpses and an alleged rampage by a soldier now on trial for the deaths of 16 Afghan civilians.

    It was in that context that Panetta counseled troops last May to watch their step.

    "These days, it takes only seconds - seconds - for a picture, a photo, to suddenly become an international headline," Panetta told soldiers at Fort Benning, Ga. "And those headlines can impact the mission that we're engaged in, they can put your fellow service members at risk, they can hurt morale, they can damage our standing in the world and they can cost lives."

    The warnings from Panetta and other top military leaders - including the Marine Corps commandant, Gen. James Amos - reflected a worry that the military has let its standards erode and its discipline falter, even as the burdens and sacrifices of war have begun to ease with the end of the Iraq war and a winding down in Afghanistan.

    Some military analysts see a broader problem among American generals and the institutions that develop, promote and manage them.

    In an essay adapted from his new book, "The Generals," author Thomas Ricks wrote in the November issue of The Atlantic magazine that mediocrity is pervasive among the ranks of today's military leaders.

    "Ironically, our generals have grown worse as they have been lionized more and more by a society now reflexively deferential to the military," Ricks wrote.

    It appears that Internet marketing via social media was the big winner in Election 2012, in a game changer from President Barack Obama?s campaign that echoes TV?s importance in the 1960 presidential contest.

    The 2012 general election results caught many observers by surprise, setting off a flood of opinions about the changing makeup of the American electorate.

    But there has also been detailed analysis in the week since President Obama?s win over Mitt Romney about the huge yet quiet role that social media and Internet marketing played in the Democrats? win.

    The Hill and Politico were among the first media sources to discuss how insiders in both campaigns saw social media and email as key factors in the election.

    But it was the Democrats who were able to execute social media strategies to get more voters to the polls.

    The Hill also talked about how the Obama team used email lists to fine-tune its message, a technique that is very familiar to anyone in the Internet marketing business.

    ?While both campaigns blanketed swing-state television airwaves with advertisements, outside observers said Obama?s treasure trove of data helped give him a notable edge over Republican Mitt Romney,? said reporter Jennifer Martinez.

    That concept flies in the face of the conventional wisdom founded in the 1960 presidential campaign, when the debates between John F. Kennedy and Richard Nixon made television the focus of media spending.

    As recently as on Election Eve, the effect of Internet marketing seemed little understood in the mainstream press.

    ?As notable as the boom in TV ads is the lack of a corresponding boom online, where onlookers have been predicting big shifts in campaign spending since at least the 2004 cycle. But in 2012, like 2008, television remained king. The great digital migration just isn?t happening,? said The Wall Street Journal on its Corporate Intelligence blog.

    The signs had been out there, especially in a series of reports from the Pew Research Center that showed how people on Facebook, Twitter, and YouTube were talking about politics?and how they influenced their friends to vote.

    Zac Moffatt, the Romney campaign?s digital director, told The Hill that the Democrats heavily outspent his own 120-person team, which had fought an uphill battle since primary season.

    ?Republicans from 2008 had not embraced digital,? Moffatt said. ?We had to build a plane while flying it, so we were constantly learning new things.?

    Obama insiders said it was how the campaign managed the feedback from its email lists, Facebook profiles, and other online tools that made the big difference.

    To be sure, spending on campaign ads that appeared on websites and mobile devices soared from 2008 levels. Analysts at Wells Fargo said online political ad spending was forecast at $311 million for 2012, passing radio as the second-biggest venue for ads.

    Television political ads were forecast at $3.4 billion for the same period, fueled by the Supreme Court?s Citizens United decision that allowed unlimited spending by special-interest groups.

    An article in February 2012 from the U.K. newspaper The Guardian profiled the Obama campaign?s social media operation, which appeared to be state-of-the-art in the very competitive world of Internet marketing.

    The campaign?s digital strategists had appeared at a seminar sponsored by The Guardian, and the Obama team?s approach was hardly a secret to anyone at the event.

    ?At the core is a single beating heart ? a unified computer database that gathers and refines information on millions of committed and potential Obama voters. The database will allow staff and volunteers at all levels of the campaign ? to unlock knowledge about individual voters and use it to target personalized messages that they hope will mobilize voters where it counts most,? said The Guardian.

    One Obama campaign staffer said the goal was to use a huge amount of data from Facebook to make sure messages were tested first, and then ?passed to your friends but to those friends that we think are most in need of passing it on to.?

    Data from Pew Research released on Election Day showed that at least 22 percent of registered voters let people know how they voted using Facebook, Twitter, and other services, and 30 percent had been told how to vote in online messages from friends and family.

    An October study from Pew showed that 39 percent of all American adults had done ?at least one of eight civic or political activities with social media.? And of that group, 38 percent ?liked? or promoted materials related to politics or social issues posted by others.

    In the end, the Obama team?s ability to maintain the demographic turnout of the 2008 election provided the 2 percent victory margin in the national popular vote, and victories in all but one of the swing states.

    The campaign was able to get younger voters back to the polls, keep minorities in the loop, and also target women using Facebook, which skews heavily to female users.

    The critical role of Internet marketing techniques, which cost a fraction of television advertising, will be a big issue going forward in all national political campaigns.

    Also, the ability of candidates to grab a big online presence should be up for grabs.

    The Spartan Internet Political Performance, a measure that looks at 650 factors about how candidates connect with an online audience, shows that John McCain did a better job in 2008 than Mitt Romney against President Obama in terms of getting online attention.

    As of late October, Romney had about 30 percent of the ?market share? of combined online support for the two candidates, compared with Obama?s 70 percent. In 2008, McCain had 35 percent.

    The Spartan Index reveals that Obama had 77 percent of the discussion on social media sites in 2012, compared with 23 percent for Romney.

    France vows to stay on deficit reduction track

    PARIS (AP) ? France is vowing to meet its deficit-reduction target for this year despite offering billions of euros in financial guarantees to struggling companies and state agencies.

    In a budget amendment Wednesday, the government says it remains on track to cut its budget deficit to 4.5 percent of the French economy's gross domestic product, largely thanks to falling borrowing costs that have saved the country ?2.4 billion ($3 billion) this year.

    President Francois Hollande's administration is staking its credibility on meeting a series of deficit targets. But France's waning growth has meant the government has repeatedly had to cut spending and raise taxes.

    At the same time, it has provided lifelines to carmaker Peugeot-Citroen and the unemployment insurance agency.

    The amendment also promises to save ?1 billion by going after tax fraud.

    Enjoy the Dollar Rally While it Lasts

    Any trader will tell you the trend is your friend, and the overwhelming direction for the US dollar for the last 220 years has been down.

    Our first Treasury Secretary, Alexander Hamilton, found himself constantly embroiled in sex scandals. Take a ten dollar bill out of your wallet and you're looking at a world class swordsman of the first order. When he wasn't fighting scandalous accusations in the press and the courts, he spent much of his six years in office orchestrating a rescue of our new currency, the US dollar.

    Winning the Revolutionary War bankrupted the young United States, draining it of resources and leaving it with huge debts. Hamilton settled many of these by giving creditors notes exchangeable for then worthless Indian land west of the Appalachians. As soon as the ink was dry on these promissory notes, they traded in the secondary market for as low as 25% of face value, beginning a centuries-long government tradition of stiffing its lenders, a practice that continues to this day. My unfortunate ancestors took him up on his offer, the end result being that I am now writing this letter to you from California--and am part Indian.

    It all ended in tears for Hamilton, who, misjudging former Vice President Aaron Burr's intentions in a New Jersey duel, ended up with a bullet in his back that severed his spinal cord. Cheney, eat your heart out.

    Since Bloomberg machines weren't around in 1790, we had to rely on alternative valuation measures for the dollar then, like purchasing power parity, and the value of goods priced in gold. A chart of this data shows an undeniable permanent downtrend, which greatly accelerates after 1933 when FDR banned private ownership of gold and devalued the dollar.

    Today, going short the currency of the world's largest borrower, running the greatest trade and current account deficits in history, with a diminishing long-term growth rate is a no-brainer. But once it became every hedge fund trader's free lunch, and positions became so lopsided against the buck, a reversal was inevitable. We seem to be solidly in one of those periodic corrections, which began with the big "RISK OFF" trade on April 29, and could continue for months or years.

    The euro has its own particular problems, with the cost of a generous social safety net sending EC budget deficits careening. Use this strength in the greenback to scale into core long positions in the currencies of countries that are major commodity exporters, boast rising trade and current account surpluses, and possess small consuming populations. I'm talking about the Canadian dollar (FXC), the Australian dollar (FXA), and the New Zealand dollar (BNZ) - all of which will eventually hit parity with the greenback. Think of these as emerging markets where they speak English, best played through the local currencies. For a sleeper, buy the Chinese Yuan ETF (CYB) for your back book. A major revaluation by the Middle Kingdom is just a matter of time.

    I'm sure that if Alexander Hamilton were alive today, he would counsel our modern Treasury Secretary, Tim Geithner, to talk the dollar up, but to do everything he could to undermine the buck behind the scenes, thus over time depreciating our national debt down to nothing through a stealth devaluation. Given Geithner's performance so far, I'd say he studied his history well. Hamilton must be smiling from the grave.

    Scientology makes few waves in Israel

    TEL AVIV, Israel (AP) ? The Church of Scientology has apparently found one place where its presence doesn't set off alarms, protests and demonstrations, and that place is one of the world's most religiously fraught countries ? Israel.

    In August, Scientology opened a gleaming new headquarters in the ancient port city of Jaffa, part of Tel Aviv. Since then, visitors and the curious have streamed through with no incidents.

    And this in a country where Jews and Muslims harbor clashing claims over the same holy sites, sometimes sparking violence, and competing Jewish streams disparage each other openly and often.

    Scientology has confronted charges in many countries that it is a dangerous cult that brainwashes its followers and confiscates their assets. Its leaders deny that.

    "Like any new religion, people have misconceptions and much doubt, but we simply use logic to think life out for ourselves and are taught to question and debate everything," said Sefi Fischler, the church's spokesmen in Tel Aviv.

    According to its website, Scientology believes man is an immortal spiritual being with unlimited capabilities. Its practices include spiritual counseling.

    Created by American science fiction writer L. Ron Hubbard in 1954, the Los Angeles-based movement claims millions of members worldwide, including celebrities like actors Tom Cruise and John Travolta. It has been blamed as the catalyst behind the well-documented breakup of Cruise and his ex-wife Katie Holmes.

    Germany, France and Russia are among the governments that keep a close eye on Scientology, and court cases have been filed against the church in some places.

    In contrast, there hasn't been much public opposition in Israel.

    While a 1987 Israeli parliamentary commission declared it a cult, the practice of Scientology in Israel is legal. The new headquarters has some 200 staff and claims to serve thousands.

    Eytan Schwartz, a spokesman for Tel Aviv's mayor, said the new center is a testament to Israel's spirit of religious tolerance.

    "Within just a few blocks of the center, you'll find numerous synagogues, several mosques and churches, 4,000 years of Abrahamic monotheistic religions expressing themselves," he said. "The Scientology center is simply showing that Tel Aviv is one of the most pluralistic cities in the Middle East."

    "When it comes to all we strive for, for freedom, to be included and embraced by one's fellow man, there is no group that better bears these marks than Scientology," Mohammed Kaabia, the prime minister's adviser on Bedouin Arab affairs said in a statement issued by the Scientology center.

    Kaabia and another representative attended the August opening, but the prime minister's office has since distanced itself from the event, saying the two officials were not there in an official capacity, attending as individuals invited by an anti-drug organization.

    Despite the lack of public protests at its new center, the church has no shortage of detractors. A group of Israeli Scientology defectors, claiming corruption within the church, started a breakaway center in the northern city of Haifa.

    Yad L'Achim, an Israeli anti-missionary group, criticized the government for what it said was too warm a welcome.

    "Politicians have diplomatically welcomed the center, because politics is all about being nice," says Daniel Asor, a spokesman for the group. "Scientology is a cult, and this is a dangerous development."

    Israeli movie director Erez Meshulam said the presence of the new center is disastrous. "Scientology ruined my marriage by convincing my wife, in return for thousands and thousands of dollars, that her soul could be cleansed," he said. "I fear this means more people will be fooled."

    Church officials dismiss such criticism as baseless.

    Fischler said the center hopes to bridge gaps among religions in the country. He noted its anti-drug and literacy efforts and outreach programs to prison inmates.

    "Now with the building open, we can invite everybody in and show them who we are," he said.

    Republicans try to pick up more governors' offices

    Republicans turned to voters in nearly a dozen states Tuesday in hopes of broadening the party's hold on governors' mansions across the country, with some GOP candidates viewing this election as their best opportunity to win in a quarter-century.

    Two years ago, Republicans snatched six governors' office in the midterm elections, giving the party 29 governorships to 20 for Democrats and one independent. This year, 11 states are picking their chief executive.

    When all the ballots are counted, Republicans could have as many as 33 governorships ? the most since the 1920s and one more than they had in the 1990s.

    In four states ? Montana, New Hampshire, North Carolina and Washington ? Democratic governors are leaving office, raising Republican hopes that at least some of those offices can be flipped to the GOP. Four other seats are held by Democrats who are seeking re-election.

    One of the most closely watched states is North Carolina, which is trending toward a Republican governor for the first time since 1988. Recent polls have shown a tight race in Washington state, where the GOP hasn't occupied the governor's mansion in more than three decades.

    Popular Republican incumbents in conservative states such as Utah and North Dakota are considered likely to hold on. The GOP also is competing in West Virginia and Missouri, the latter a state where national Republican and Democratic governors' groups have poured millions into the race between Democratic incumbent Gov. Jay Nixon and Republican businessman rival Dave Spence.

    The Democrats had modest hopes of taking over the governorship in Indiana, where Republican Gov. Mitch Daniels is stepping down, though polling consistently has favored the GOP's Mike Pence.

    While federal elections often can be referendums on the national economy, statewide races are often decided by matters unique to those states, including whether voters like and trust a certain candidate, a national political observer said Monday.

    "The races for governor and races for senator are high-profile for each state, and the outcomes will be determined largely by the personalities of those candidates and the issues in those states," said David Yepsen, director of the Paul Simon Public Policy Institute at Southern Illinois University in Carbondale.

    Still, he said, heavy turnout in key swing states in the presidential contest could influence governors' race as well.

    "If Republicans are fired up (at the ballot box) and Democrats are lethargic and staying home, it could tip some of the states in the Republican column" in governors' races, Yepsen said, pointing to the tight contest in neighboring Missouri. "In a state like that, what Jay Nixon is staying awake at night thinking about is If Romney wins big enough in Missouri, that could hurt Nixon. There is an undertow."

    Kate Hansen, a Democratic Governors Association spokeswoman, said 2012 is a difficult year for Democrats, since they have more seats to defend. But in at least two states, Democratic incumbents were secure. Gov. Peter Shumlin won in Vermont, and Gov. Jack Markell was strongly favored to win another term in Delaware.

    Some pundits have suggested there isn't necessarily a national tide lifting Republicans in governor's races so much as individual circumstances in a small number of competitive states. Democrats in North Carolina, for example, saw a former governor convicted of a felony in 2010 and the current governor sullied by an investigation that led to charges against her former campaign aides.

    Republicans have also been aided by a cash advantage, with the Republican Governors Association raising about twice as much as its Democratic counterpart this election cycle.

    Eating Disorders: Most Common and Possible Solutions

    Eating disorders, especially among women, have continued to steadily rise. Particularly young women with impressionable minds get confused with everything they see in society nowadays. While there has been a movement for women to be comfortable in their skin, with their weight, and more full-figured women have risen to become sources of inspiration, popular culture still espouses the ideal of stick-figured women everywhere. From television shows to fashion magazines, actresses and models with thin physiques continue to get glamorized, and thus set a standard for women that they should be of a small size to be beautiful.

    What these women do not know is that for models and actresses to achieve that physique, they employ the help of a team of fitness professionals, nutritionists, stylists, and others to look that good. When a teenager in small-town America wants to look like her favorite size-2 actress and has no means to have her own trainer and chef, what does she do? Starve herself to her goal weight or expel whatever they eat and lose the unnecessary pounds. This is when eating disorders start.

    What people should know is that an eating disorder is actually different from following a diet scheme. It may happen that someone following a rigid diet program may fall into an eating disorder, but they are not exactly the same all of the time. Eating disorders are illnesses that include all facets of a person?s life and are usually caused by psychological factors. Dieting programs, at least the healthy ones, are only about losing weight healthily.

    With eating disorders, the sufferer ultimately becomes obsessed with his or her own eating habits. Eating and food, or the lack of them, is something he or she is particular about that they develop unhealthy habits about them ? from measuring what they eat down to the last ounce, throwing up what they eat, eating too much only to expel it or throw it up, or not eating at all.

    Anorexia nervosa


    This condition is suffered by people who starve themselves intentionally. This disorder usually starts with people as young as 13, or on the onset of puberty. Sufferers experience drastic weight loss, down to 15 or even 20% under the prescribed normal body weight. Even if an anorexia sufferer already looks emaciated, he or she still believes he or she is overweight. People with anorexia are usually restrictive patients, meaning they do not eat any food so they can continue to be bone thin.

    The most common treatment for people with anorexia is psychotherapy. This treatment aims not only to cure the patient from the eating disorder, but also to improve their overall mental well-being. After all, most experts believe that anorexia stems from a deeper psychological problem. For medical solutions, doctors may prescribe antidepressants, as people with anorexia are oftentimes also diagnosed with depression.

    Bulimia

    People with bulimia eat a lot, and exert every effort to get rid of everything they have eaten. These sufferers often feel deprived, which is why they consume a lot of food, only to feel guilty afterward, which is why they try to get rid of anything they have taken.

    Bulimic patients can be classified as purging and non-purging. Purging bulimic patients may engage in self-inducing vomiting, or the use of diuretics, laxatives or enemas to get rid of the food they have eaten. Non-purging bulimic patients may engage in inappropriate behaviours such as excessive exercise to get rid of what they ate, or starving for days after feasting on one day.

    To cure bulimic patients, cognitive-behavioral therapy or CBT is recommended, so they may change their attitude towards food. This usually lasts for four months. Antidepressants and nutritional counselling are also utilized. This condition needs to be stopped as soon as possible, especially for purging bulimics, as self-induced vomiting or overuse of laxatives may cause complications in the gastro-intestinal tract, causing more health problems.

    Binge Eating

    Binge eating is an eating disorder that causes obesity instead of dangerous slenderness. People suffering from this condition may eat faster than usual, eat until they are overly full, or eat large amounts of food even though they are not hungry. However, unlike bulimic patients, they do not purge or do anything to get rid of what they eat, causing them to gain so much weight.

    Therapy that makes the patient change his or her perspective about food is still the most effective way to cure this condition. Anti-depressants may also be recommended for those who engage in binge eating because of emotional problems.

    Eating disorders can be cured, but the detection of the condition should happen as soon as possible, for complications to be avoided. This is why people should know the signs and symptoms in patients suffering from eating disorders.

    If you are practicing these unhealthy habits or know someone who is; go seek or recommend to them to see a physician as soon as possible. There is a healthier way of losing weight and that is what you or they should focus on to get long lasting results.

    These 2 precious kitties are new to the Loudon County shelter. Carly is a adult female that literally follows you around. She is not scared of nothing. Very laid back and sweet as a cat can possibly be. Lee is an adult male that is also very sweet and affectionate, so handsome too. These poor kitties are in a local kill shelter so it is very important that these wonderful kitties gets adopted soon.

    Senator Paul, heir to the libertarian political dynasty built by his father, ?Ron Paul, endorsed the Republican Senate candidate in the Big Sky State, Rep. Denny Rehberg (R), on Sunday. The Ron Paul-lead Liberty PAC had previously endorsed Representative Rehberg.

    ?I support Denny Rehberg and encourage you to do the same, because a vote for anyone other than Denny Rehberg is a vote to keep?[majority leader] Harry Reid and his liberal allies in control of the U.S. Senate,? Rand Paul said in a recorded message distributed by the Rehberg campaign.

    That "anyone other than" Rehberg is not just a reference to Democratic incumbent Sen. Jon Tester. It also refers to third-party candidate Dan Cox, who is carrying the libertarian banner in the election and who could siphon enough votes from Rehberg to hand the race to Senator Tester.?

    The libertarian party?s presidential nominee, former New Mexico Gov. Gary Johnson, has endorsed Mr. Cox. Cox, who runs an online fishing supplies company, is formally running as the Constitution Party candidate.

    Tester, a farmer from Big Sandy, Mont., won his seat in 2006 by the fewest votes of any US Senate race that year. The 2012 contest looks to be just as close.

    The Rand ?endorsement indicates more that the Rehberg folks take locking down that vote seriously than anything else,? wrote David Parker, a professor at Montana State University who is writing a book about the race, in an e-mail to the Monitor. ?Will it matter? Hard to say.?

    The Tester campaign believes Cox could be a secret weapon. An anti-Rehberg group, Montana Hunters and Anglers Leadership Fund, recently put $500,000 behind an advertisement touting Cox as the ?real conservative? in the race.?

    The Montana Republican Party, for its part, has filed a Federal Elections Commission complaint alleging that environmental groups backing Tester did not properly disclose their funding of a pro-Cox piece of political mail.?

    The race has been a nip-and-tuck contest all the way through.?Rehberg holds a 49 percent to 45 percent edge over Tester in a Mason-Dixon poll released Sunday, just within the poll?s margin of error of 4 percentage points. Cox took 1 percent, and undecided voters clocked in at 5 percent. A Public Policy Polling survey released Sunday night showed Tester with a two-point advantage.

    The Real Clear Politics rolling average of polls, however, shows Rehberg with a miniscule edge of 0.4 percentage point.
