We just got this from Tom Romito. Yesterday was our annual planning meeting, at the Carnegie Library at the corner of Pearl and Mapledale. Today, Tom has the results ready, and here they are, this is what we will be doing:

Purpose: To guide your comments when talking to partners about certifying their properties.

How: Pick the most appropriate facts to talk about for the audience you are addressing. Remember that you may only have about 1-3 minutes to reach your audience!

The White House initially laid the blame for the attack, as well as dozens of other protests that continue to roil the Mideast, on a YouTube clip from a movie called ?The Innocence of Muslims? insulting of the Prophet Mohammed. White House spokesman Jay Carney first said the attack came ?in response to ? a film that we have judged to be reprehensible and disgusting.?

But this week, Mr. Carney changed the White House position and called the killing of Ambassador Stevens and three more diplomatic personnel a ?terrorist attack.? In a TV interview Friday, Obama added that radical Libyan factions had used the movie as an ?excuse? for a sophisticated incursion.

To be sure, when President Obama in 2009 offered a ?new beginning? for US-Mideast relations based on ?mutual respect and mutual interest,? he also acknowledged that turmoil in the region had historical antecedents that ?go beyond any current policy debate.?

But emerging information about the attack and the continuing protests, some of which have turned deadly in recent days, have contrasted the President?s lofty hopes for the region with the impact of that policy, and whether it really quells tensions by reducing hatred for the US and the West among radical Muslims. Favorable views in Muslim countries toward the US dropped from 25 percent in 2009 to 15 percent in 2012, according to a Pew Global Attitudes survey released in June.

To some analysts, the seismic cultural and political convulsions in the past year, including protests in 20 nations over the YouTube clip, is testing the central premise of adjusting American interests while wielding softer power in the region.

?On ? big issues that help define U.S.-Muslim relations ? Iran, the stalled Israeli-Palestinian peace talks, and the Arab Spring ? the President has seen a combination of setback, stalemate, and frustration,? writes Ben Feller of the Associated Press in a detailed analysis.

Overall, President Obama continues to receive significantly higher marks from Americans than his GOP challenger, Mitt Romney, when it comes to foreign policy.

?Clearly, since the Headingley Test match everyone has thrown that out of the window, saying that we are not a united team because of the circumstances. A lot of that is just speculation because of what is happening at the ?moment behind closed doors.

?People don?t really know what is going on.

?Like any team you always have to work on it. You can?t take team spirit and team unity for granted, especially now that we have got some new faces we are going to have ?to introduce them and make them feel comfortable.

?It?s an area we can all work on and always improve, but India is one of those places that can strengthen team ?spirit because you end up in each ?other?s pockets for two months. I?m hoping that bonds us as a team because we can do something special.?

Cook has also made his first call since ?succeeding Andrew Strauss at the helm ? the man who will be his vice-captain.

He said: ?It is a big decision and we haven?t announced it yet because of circumstances going on, and everyone being out of the country.?

WTO cuts outlook for global trade in 2012 and 2013

FRANKFURT, Germany (AP) ? The World Trade Organization is cutting its estimate for growth in global trade for this year and next.

The WTO lowered the 2012 forecast to 2.5 percent growth from 3.7 percent.

The outlook for 2013 was reduced to 4.5 percent from 5.6 percent.

The reason is a gloomier picture of the world economy. Figures for output and jobs in the U.S., the world's largest economy, have disappointed. Meanwhile economic indicators point to slower growth in the world's largest exporter, China.

WTO Director-General Pascal Lamy call for a new commitment to revitalizing trade. He said "the last thing the world economy needs right now is the threat of rising protectionism."

Global talks to lower trade barriers, known as the Doha Round, began in 2001 but have not reached agreement.

Romney releasing 2011 tax return, paid IRS 14.1 percent

Looking to blunt relentless Democratic attacks, Mitt Romney is to release on Friday his 2011 tax return, a summary of his effective tax rates for the past two decades and, for good measure, two doctors' notes attesting to the good physical health of the candidate and his running mate, Paul Ryan.

The tax return was to be released at 3 p.m. Eastern time on the website www.mittromney.com/disclosure. Ahead of the release, the former Massachusetts governor's campaign released a blog post summarizing the document.

Releasing information on a Friday afternoon is traditionally a way to reduce the amount of media exposure.

The move fulfills a promise Romney made earlier in the 2012 presidential campaign. But it was unlikely to quiet Democratic criticisms that Romney has failed to live up to a standard set by his father, former Michigan Governor George Romney, who released 12 years of tax returns when he ran for president in 1968.

The Romneys paid $1,935,708 in taxes on $13,696,951 of mostly investment income for an effective tax rate of 14.1 percent. (The Obamas paid an effective tax rate of 20.5 percent in 2011, a lower rate than the president's secretary, according to the White House.) ?

Romney, who is thought to have a personal fortune in the neighborhood of $250 million, gave $4,020,772 to charity, 30 percent of their income. (The Obamas gave 21.8 percent of their income to charities).

The blog post, written by the manager of Romney's blind trust since 2003, R. Bradford Malt, said the Romneys had filed their 2011 tax return with the IRS Friday morning. It also indicated that the Romneys' tax preparer, PricewaterhouseCoopers, would provide a letter summarizing the tax rates that the Romneys paid from 1990 to 2009.

The Romneys paid an average annual effective federal tax rate of 20.2 percent, with the lowest rate coming in at 13.66 percent. Over that same stretch of time, they gave an average of 13.45 percent of their adjusted gross income to charity.

"During the 20-year period covered by the PWC letter, Gov. and Mrs. Romney paid 100 percent of the taxes that they owed," the blog post read.

Democrats led by the Obama campaign have repeatedly hit Romney over his refusal to disclose his tax returns?a fight that has helped to keep Romney's vast wealth in the media spotlight at a time when the president is trying to paint him as an out-of-touch millionaire bent on helping the wealthy.

Knowing an Infected Website When You See It

Whenever I?m interviewing security experts about some new malware or zero-day attack, I ask them how they know if a site is infected and can harm you. It?s not an easy question to answer because oftentimes, you don?t know. It is easy to revert back to the standard ?don?t click on links in email? advice ? which is always very good advice, by the way ? but it doesn?t help you when you are looking for information online and you are led to an unknown website. Heck, your favorite sites aren?t immune to infection, either.

So, of course, the most important thing is to always make sure your security software is running and updated. That?s the biggest safety net (and it has certainly saved my computer on days when I visited an otherwise trusted site only to find out later the site was infected with malware). But there have to be other ways to tell if a site is infected or not, right?

But it isn?t just other sites. It might be your site causing the problem. You think you are safe but your security system is telling you otherwise (or if it isn?t your security system, your customers may alert you something is wrong).

In most cases, the execution of malware is completely invisible to the visitor of a website, who sees the site as appearing to operate as usual. However, whether you can see it or not, cybercriminals can indeed inject malicious scripts into the original code of a website, which redirects visitors of the website to malicious URLs and from there, malware is downloaded and executed on the victim?s computer. So how can you tell if your computer is infected? And how can you clean up or, better yet, avoid an infection?

To answer some of those questions, the researchers at Kaspersky Labs came up with a very helpful report that provides detailed instructions on how to tell if your site is infected, as well as how the bad guys manage to infect your site, and ways to prevent and fix problems. For example, to figure out whether or not your site is infected, the report said:

The most reliable sign of every single infection will be the presence of malicious/suspicious code in one or more files on the server ? mainly HTML, PHP or JS files, but recently also ASP/ASPX. It?s not easy to find this code and it requires at least a basic knowledge of programming and website development. In order to familiarize the reader with what the malicious code may look like, below are some examples of most common web injections.

It is one of the most thorough explanations of what is going on behind the scenes on your website and network that I?ve seen yet. An infected site can do irreparable damage to your business if the site goes down for any period of time or, worse yet, if your customers end up with malware on their computer after coming to your site and refuse to return (I think twice about visiting a business whose site tried to poison my computer).

If I had a single quibble with the piece, I?d say the prevention advice doesn?t really provide anything new. Strong passwords? Frequent backups? Good security system? Well, yeah, that?s what everybody should be doing from the get-go. If security were really that simple, we?d all have perfectly clean computers all the time ? and we know that isn?t true. I was hoping for something different there, but I guess best practices are the best and easiest defense.

Sony's second generation 3D visor didn't make a big splash back at IFA, but the HMZ-T2 certainly has a pigeonhole at Tokyo's premier gaming event. In addition to the headset's substitutional reality prototype, the standard model stakes claim to almost a fifth of PlayStation's demo area. With all the local buzz, we decided to weigh in on how the $900 headgear shapes up as a gaming display. The answer? Heavily. Out of necessity, the HMZ-T2 crams the majority of its hardware in front of the users eyeballs, bearing most of its weight on the nose. Over extended gaming sessions, we could see this becoming uncomfortable -- and indeed, in our short time with the device we found our neck relaxing, begging to give in to the weight of the device. As silly as hung-head gaming might appear, however, the visual effect certainly does the trick -- creating the illusion of a large 3D television 4-6 feet in front of the user. It didn't add anything to Hot Shots Golf 6 in terms of gameplay or experience, but it certainly comes in a more compact form than a full size television. The fancy headgear could surely be a boon for gamers living in a tight space, but folks with room (and cash) to spare are probably better off with a proper flat screen. As such South Africa ? uniquely positioned at the confluence of the ?Africa? and ?BRICS? themes (BRIC countries + South Africa) ? offers a compelling case for investors with a long-term horizon and the patience to see these opportunities materialize.

In the 10 year period through 2011 Sub-Saharan Africa real GDP grew by 5.76% per year, compared to 1.64% for the United States over that same period. This trend is expected to continue as Africa is forecasted to nearly double its GDP over the next 10 years.

On October 31st of 2011, the United Nations marked the birth of the world?s 7 billionth living person. Though it only took 12 years to go from 6 billion to 7 billion, world fertility rates have been steadily declining, and demographers widely expect global population to level out by 2050 in the 9 to 9.5 billion range. It is the slowdown in fertility rates that creates what is called the ?demographic dividend.? When the number of children a woman is expected to bear falls from a high rate to a lower rate, an outsized generation (or two) comes of age, followed and preceded by relatively smaller generations. When this ?bulge? group reaches adulthood, the demographic dividend kicks in, resulting in a large (productive) working population with few dependents. Africa, more than any other continent, is in a sweet spot to reap the next demographic dividend, as can be seen in the below graph (The Economist, October 2011).

None of the BRICs can match it: Brazil and Russia have a fertility rate below the replacement rate, China will be greyer than the U.S. by 2020 and than Europe by 2030, and even India is declining to replacement rate fertility. Furthermore, China may actually have fewer productive workers in 2050 than it does today. In fact, Africa will account for both the highest drop in dependency ratio (number of dependents per working-age adult) as well as 40% of the additional 2.3 billion increase in the global population between now and 2050. Additionally, unlike China, Africa has not committed rampant sex-selective abortions, which could create major social unrest and thus economic upheaval in China by the 2020s, just as Africa will be coming of age.

In the meantime, however, China propels global economic growth, and Africa is no exception. China is Africa?s largest trading partner, accounting for 12% of African exports (?African Acceleration?, Societe Generale, Cross Asset Research, October 2010). China?s importance to African trade cannot be overstated. Through the first three quarters of 2011, trade between China and Africa reached $126.9 billion, according to the China Ministry of Commerce. This represents a 30% change compared to the same period one year ago and is in line with the break-neck pace of growth of 28% per year over the?last 10 years. Though Africa needs China?s help in developing its infrastructure, the relationship is clearly important to China as well. China?s Outward Direct Investment (ODI) in Africa increased from 2.6% of its total ODI in 2003 to 9.8% in 2008 (2009 China Commerce Yearbook). By 2010, China had established diplomatic relationships with 49 of the 54 countries on the African continent and had direct investments in?48 countries.

China?s motives are unambiguous: to feed its insatiable demand for energy and natural resources. In fact, China?s strategy is not all that different from how Western countries have traditionally approached Africa, with the notable exception of China?s lack of involvement in Africa?s domestic politics. Although the relationship is not without friction, the net benefits of China?s involvement in Africa are widely viewed as positive.

So how can US investors take part in the African growth story? Consider investing in ETFs like Market Vectors Africa (AFK), or iShares MSCI South Africa Index (EZA). The former has broad pan-Africa exposure, while the latter ? as the name suggests ? is more focused on South Africa. Though EZA is a South Africa fund, it is important to note that South African companies, often formidable global competitors, stand to benefit from the broader Africa story, as many have set their sights on sub-Saharan Africa for future revenue expansion. In essence an investor in South Africa captures the best of both worlds: companies with the sophistication of those domiciled in mature economies but with the growth potential of those in emerging and frontier markets.

(AP) ? The "American Idol" judges' panel is now complete with the naming of singer-rapper Nicki Minaj and country crooner Keith Urban.

The Fox network officially tapped the pair with an announcement Sunday, confirming rumors surrounding them both just hours before the first round of auditions for next season was due to begin in New York.

Minaj is getting $12 million for a one-year deal on the hit Fox singing series, a person in the music industry with knowledge of the deal told The Associated Press on Sunday. The person spoke on condition of anonymity because they were not authorized to publicly discuss the deal.

A representative for Urban wouldn't disclose the singer's compensation for "Idol."

The announcement also settled the status of Randy Jackson. He will stay put as the sole remaining original "Idol" judge, scotching rumors he might assume a different role on the popular talent competition.

This trio will join pop star Mariah Carey at a judges' panel now expanded to four members from its previous three. The AP reported in July that Carey is receiving just shy of $18 million for a one-year contract with a renewal option.

Arriving at Jazz at Lincoln Center, where the auditions would take place, Urban hailed "Idol" for its "great history of producing real stars."

As an "Idol" judge, he said he plans to be "authentic" but not cruel.

"I did similar shows when I was very young in Australia," he recalled, "and I was sort of crucified by one judge. So I don't know that I'll ever be THAT guy."

Minaj said during the auditions she'll be looking for "a superstar," which, she explained, is "something that can't be defined in words."

Jackson called this pair of hires a "fresh, fresh, fresh 'Idol' one-two!"

Minaj, he said, "brings a whole other cool vibe we've never had on the show, and Keith Urban? My God, he's unbelievably talented!"

When Carey was asked whether she had eagerly awaited news of who would join her as judges, she cracked that, no, she hadn't, "because all I really care about is me," but quickly added, "Only kidding."

Turning serious, she said she didn't know what kind of judge she would be.

"Am I the mean one? Am I the nice one? ... It's not about me, me, me, it's about them (the contestants) and what I can bring to them to help guide them in the right direction," said Carey.

Ryan Seacrest will remain as host when the show returns for its 12th season in January.

"Last night," he said, "we had a chance to really get together for the first time as a group. Everybody made a toast and talked about how special it was that they were here, and why they were here. So we're off to a good start."

Seacrest took note of "the serious and obvious diversity on this panel," adding, "You can see just by the panel the kind of power the show has."

The makeup of the panel has been in flux since Steven Tyler and Jennifer Lopez announced their exits in July. Carey signed on later that month.

"I am thrilled about this year's judges panel," said Mike Darnell, Fox president of Alternative Entertainment. "With an unparalleled star like Mariah, fan-favorite Randy, chart-toppers like Nicki and Keith and our incomparable host Ryan, we've put together one of the most exciting judging panels around."

"Idol" is looking for its famous new faces to supercharge a show that remains a ratings leader but has seen its viewership and pop-culture clout erode in recent seasons in an increasingly crowded talent show field. Besides Fox sibling "The X Factor," which recently added Britney Spears and Demi Lovato as judges, there's NBC's "The Voice," which boasts Christina Aguilera among its big names.

Minaj, 29, is known for her colorful hairstyles, wardrobe and antics. A native of Trinidad who grew up in New York, she has scored with hits like "Starships," ''Turn Me On," and "Super Bass," her seventh single, which has sold more than 4 million copies.

She is the first female solo artist to have seven singles simultaneously on the Billboard Hot 100 chart. She released her second studio album, "Pink Friday: Roman Reloaded," in April, and since then it has sold 1 million copies worldwide.

The 44-year-old Urban has four Grammy Awards and 14 No. 1 hits, and was named Male Vocal Artist of the Year three times, as well as Entertainer of the Year, by the Country Music Association. His latest CD, "Get Closer," has produced three consecutive No. 1 singles.

The New Zealand native is married to Australia-born film star Nicole Kidman.

"American Idol" ended the 2011-12 season as the leading entertainment show and No. 2 overall, just behind NBC's top-rated "Sunday Night Football."

But the show aired its least-watched finale ever and the advertiser-favored young adult audience has been steadily shrinking. The show's cachet hasn't been helped by a run of champions who have failed to achieve the career sizzle of past competitors Jennifer Hudson, Carrie Underwood or Kelly Clarkson.

Hunger Games: Apple stagnates while Intel innovates | Digital Trends

The iPhone 5 sees Apple easing up off the gas and coasting, but with threatened companies like Intel revving away at wide open throttle to survive, Apple had better keep an eye in the rearview mirror.

Hunger, pure and simple, drives innovation like no other. A company that?s hungry and battling just to stay alive is a lot more motivated to push the envelope and come up with cutting-edge products than a company in a safe, comfortable position.

That was never more evident than this week. Apple?s iPhone 5 launch and Intel?s annual Developer?s Forum were a study in contrasts, the tale of two billionaire kings in two very different positions. Apple sits pretty atop the mobile heap, raking in obscene amounts of cash and brand awareness; Intel commands the desktop computer world with an iron fist, but the rapid rise of mobile technology ? more specifically, ARM?s energy-efficient processors ? and the global cooling of the PC market threatens the company?s very future.

Two companies, two very different positions, two very different events. The results?

The iPhone 5 and everything else Apple announced Wednesday may be beautiful, but they?re stagnant; several updated products, a handful of incremental upgrades, and not a fresh idea to be found. Meanwhile, Intel and its partners were busy rethinking the entire concept of mobile computing and innovating their asses off ? but since the world was busy being distracted by Apple?s ho-hum hype circus, nobody noticed.

Intel: A $54 billion company with a lot to lose

The overall consensus on the iPhone 5 is in and it?s pretty much unanimous: this is an astonishingly good product that was so totally expected that no one was surprised or even that impressed. Maybe we expect too much from the company that brought us Siri, Retina displays, and the ultraportable form factor. Or maybe Apple?s stunning success has made it fat, happy, and no longer hungry. When you?re selling umpteen bajillion units, there?s little incentive to rock the boat.

In contrast, the 2012 edition of IDF San Francisco shows just how aware Intel is that it needs to make inroads into the mobile marketplace, and it needs to do it fast.

Intel IDF 2012 san francisco tablet pc mobile innovation technology conferenceIntel?s command of the PC x86-based processor market is overwhelming to the point of possible illegality, but traditional PC sales are slowing down just as mobile device sales are starting to skyrocket ? and ARM processors already have an Intel-like stranglehold on the mobile market thanks to their low cost and energy-efficiency. A full 95 percent of smartphones are estimated to ship with ARM processors inside.

ARM?s dominance threatens Intel in more than just the smartphone arena, however. The mobile market is so crucial and ARM?s presence there is so overwhelming that for the first time ever, Microsoft is allowing non-x86-based CPUs to power a Windows operating system: ARM-based Windows RT tablets. ARM is also working on a 64-bit ARMv8 architecture for future processors, which could help the company seize a chunk of the server market, yet another Intel bedrock.

Intel isn?t sitting idle though. IDF San Francisco is typically a desktop- and server-centric affair, but this year?s conference has focused on laptops and tablets almost to the point of exclusivity.

Innovation shines brightly at IDF 2012

Here are just a few of the innovations on display or being discussed at IDF this week:

A charging system for next-gen Ultrabooks that will provide juice wirelessly and let auxiliary devices like phones power up simply by being placed next to a notebook; an all-in-one desktop with a detachable touchscreen that doubles as a tablet; the NFC-enabled Toshiba Satellite U925T, an Ultrabook that lets you pay for items by placing a MasterCard PayPass card next to the touchpad; voice and gesture controls that will soon come stock in many Ultrabooks; complex software that takes information from a myriad of sensors and information databases to offer personalized recommendations for various things; Intel?s vision of using HTML5 apps and the Cloud to provide a seamless cross-platform mobile experience; several notebooks in new, touch-friendly hybrid-type form factors; Jelly Bean 4.1 running on Intel?s x86 Medfield smartphone processor despite Android?s preference for ARM; and a whole lot more.

CPUs, which are scheduled to start shipping in mid-2013 and sip just 10W of electricity. That?s still a decent amount compared to ARM chips, but it?s downright stingy for a PC processor; Intel claims Haswell processors are a whopping 20 times more energy efficient than last year?s Sandy Bridge Core processors, and its 2014 line should be even more battery-friendly, as they?ll be the first chips built from the ground up with Ultrabooks in mind. Plus, vast improvements to the integrated graphics in Intel?s Haswell CPUs reduce the need for discrete GPUs ? which will make Ultrabooks even more powerful, long-lasting and light.

But what if integrated graphics don?t cut it for you? Lucid showed Laptop Magazine three prototype notebook technologies that could woo desktop-loving curmudgeons over to the mobile side: Power Stretch improves energy use while gaming by over a third, Dynam X slightly reduces image quality to greatly enhance frame rates, and a third technology lets you connect a full-blown desktop graphics card to a notebook using a Thunderbolt port ? giving you the ability to get top-end visuals on your laptop, but only when you need it.

High-level graphics are one of the last bastions tying curmudgeons (like me!) to desktop PCs, and even those weren?t safe at IDF.

Meanwhile, the new iPod nano has a pedometer, the updated iTunes includes iCloud integration and Siri can now post your tweets. Yawn. (That iPod touch redesign is purdy, though.)

A word of warning

It?s hard to fault Apple for resting on its laurels for a couple of years. (Remember, aside from Siri, the iPhone 4S was another placeholder ? hence the placeholder name.) Tim Cook and co. are on top of the world and when you?re selling millions of units, major alterations can upset a big chunk of your customers. People don?t like change.

But Apple needs to be careful in its quest for homogenous excellence; the iPhone 5 may be one of the best smartphones ever made, but it doesn?t bring anything new to the table. What does a path of stagnation bring? Just look at Intel: years of incremental tick-tock CPU improvements have made it the unquestioned king of the desktop, but that complacence now has the chipmaker fighting to secure its ongoing survival in the rapidly changing world of technology.

Pay heed, Apple. Stay hungry.

India dilutes sourcing norms for FDI in single-brand retail

New Delhi, Sep 14: The government today announced changes in sourcing norms to facilitate foreign direct investments in single-brand retail.

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Manmohan Singh, decided that overseas retailers setting up single-brand stores in India must source at least 30 percent of their goods from Indian companies, preferably from micro, small and medium enterprises (MSME).

Earlier it was mandatory for the overseas firms to source 30 percent of the goods from MSME.

"On the condition of 30 percent sourcing from MSME, it was felt that more clarity was required. Thirty percent sourcing will be done from India, preferably from MSME," Commerce and Industry Minister Anand Sharma said at a news conference after the cabinet meeting.

In respect of proposals involving FDI beyond 51 percent, 30 percent sourcing would mandatorily have to be done from SMEs, village and cottage industries, artisans and craftsmen.

"Small industries would be defined as industries which have a total investment in plant and machinery not exceeding $1 million. This valuation refers to the value at the time of installation, without providing for depreciation.

Further, if at any point in time, this valuation is exceeded, the industry shall not qualify as a "small industry" for this purpose, according to an official statement released after the cabinet meeting.

The compliance of this condition will be ensured through self-certification by the company, which could be subsequently checked, by statutory auditors, from the duly certified accounts, which the investors will be required to maintain. (IANS)

Second-hand smoking affects neurodevelopment in babies

ScienceDaily (Sep. 14, 2012) ? A new study shows that newborns that have been exposed to nicotine from both active and passive smoking mothers show poor physiological, sensory, motor and attention responses.

Smoking during pregnancy has been linked to many different problems in infants like learning difficulties, attention deficit disorder with hyperactivity and even obesity. However, although the pediatric and obstetric disorders linked to tobacco during this stage are well defined, the effects on neonatal behaviour have not yet been studied in depth.

A new study headed by experts at the Behaviour Evaluation and Measurement Research Centre (CRAMC) of the Rovira i Virgili University and published in the journal Early Human Development goes further and analyses the effects of passive smoking during pregnancy on the newborn.

The scientists evaluated the behaviour of 282 healthy newborns using the Neonatal Behavioural Evaluation Scale. This allows for interaction with the newborn in order to evaluate its behaviour and responses between 48 and 72 hours after birth.

From those mothers studied, 22% smoked during pregnancy and about 6% were exposed only to second-hand smoke. Out of the smoking mothers, 12.4% had between 1 and 5 cigarettes a day; 6.7% had between 6 and 10 a day; and 2.8% had between 10 and 15 a day. None of them smoked more than 15 cigarettes a day.

"Newborns who have had intrauterine exposure to nicotine, whether in an active or passive way, show signs of being more affected in terms of their neurobehavioural development. This could be an indicator of pathologies, independently of sociodemographic, obstetric and pediatric factors," as explained by Josefa Canals and Carmen Hern?ndez, the lead authors of the study.

The results reveal that those born to smoking and passive smoking mothers score low in their ability to inhibit stimuli that could alter the central nervous system. Furthermore, children of passive smoking mothers have poor motor development and those of smoking mothers have less ability to regulate behaviour and response in physiological, sensor, motor and attention terms.

"Health professionals should encourage future mothers and their families to eliminate or reduce tobacco consumption," states Canals, who outlines the importance of informing mothers on the effects of involuntary exposure to cigarette smoke in order to prevent direct damage to the fetus and infant development.

Smoking during pregnancy

Smoking during pregnancy is one of the biggest yet changeable causes of illness and death for both mother and infant. Nonetheless, epidemiological studies show that between 11% and 30% of pregnant women smoke or are passively exposed to tobacco smoke.

When a pregnant woman smokes, nicotine concentrations in the fetus reach more than 15% of that of the mother. In Spain, 43.5% of women between 25 and 44 years of age smoke but this percentage during pregnancy falls to approximately 26.6%.

"However, although women tend to reduce their normal tobacco consumption when falling pregnant, the key is to study the effects of exposure to small amounts of smoke on fetal development," conclude Canals and Hern?ndez.

(AP) ? Canada shut its embassy in Tehran on Friday, severed diplomatic relations and ordered Iranian diplomats to leave, accusing the Islamic Republic of being the most significant threat to world peace.

The surprise action reinforces the Conservative government's close ties with Tehran's arch foe Israel but also removes some of Washington's eyes and ears inside the Iranian capital.

It comes as Iran's talks with world powers over its nuclear program have stalled and Israel is weighing the option of a military strike to prevent it from developing atomic weapons. Iran insists its nuclear program is for peaceful objectives only.

The move also underscores the widening gaps between Western countries' attempts to isolate and punish Iran and Tehran's efforts to forge closer ties with energy-hungry Asian trading partners such as India and Pakistan to counter Western sanctions. Iran's recent push to bolster and redefine its links with Asia makes the break with Canada a less serious blow to Tehran than it would have been years ago.

Foreign Affairs Minister John Baird said that the Canadian embassy in Tehran will close immediately and Iranian diplomats in Canada have been given five days to leave.

A spokesman for Iran's foreign ministry, Ramin Mehmanparast, called Canada's decision "hasty and extreme" and said that Iran would soon respond, the semiofficial Fars news agency reported.

A note in Persian posted on the door of Iran's embassy in Ottawa read: "Because of the hostile decision by the government of Canada, the embassy of the Islamic Republic of Iran in Ottawa is closed and has no choice but to stop providing any consular services for its dear citizens."

Baird said Canada was officially designating Iran a state sponsor of terrorism and gave a long list of reasons for Canada's decision, including Tehran's support for Syria's embattled President Bashar Assad in that country's civil war.

"The Iranian regime is providing increasing military assistance to the Assad regime; it refuses to comply with U.N. resolutions pertaining to its nuclear program; it routinely threatens the existence of Israel and engages in racist anti-Semitic rhetoric and incitement to genocide," Baird said in a statement. "It is among the world's worst violators of human rights; and it shelters and materially supports terrorist groups."

Baird said he also was worried about the safety of diplomats in Tehran following attacks on the British embassy there.

Britain downgraded ties with Iran following an attack on its embassy in Tehran in November 2011, which it insists was sanctioned by the Islamic Republic's ruling elite. After the attack, Britain pulled all of its diplomats out of Iran and expelled Iranian diplomats from U.K. soil.

Most European countries maintain a diplomatic presence in Tehran despite increased tensions over European Union sanctions that block imports of Iranian oil. The Swiss represent diplomatic interests of the United States, which broke ties with Tehran after protesters stormed the U.S. Embassy in the chaotic months following the Islamic Revolution in 1979. Fifty-two Americans were held for 444 days.

Canada's break with Iran removes another channel for Washington to get first-hand diplomatic assessments of Iranian affairs. Canada and Britain had been main conduits of information for the U.S., which also maintains special Iranian monitoring offices in several locations including Dubai.

But Canadian relations with Iran have been strained since former Canadian Ambassador Ken Taylor helped rescue six Americans during the hostage crisis three decades ago. The countries resumed normal diplomatic relations with an exchange of ambassadors in 1996.

But relations soured again in 2003 after Zahra Kazemi, a freelance photographer with dual Canadian-Iranian citizenship, died in custody. Kazemi was arrested while taking photographs outside a Tehran prison in 2003.

Canada also has criticized Iran over the arrest of pioneering Canadian-Iranian blogger Hossein Derakshan, who helped develop the first Farsi language blogs and is considered one of the founders of Iran's social media community. Derakshan was detained in 2008 and sentenced to nearly 20 years in prison two years later.

Canada hasn't had a fully accredited ambassador in Tehran since Iran ordered Canada's ambassador, John Mundy, to leave the country in 2007 after trying unsuccessfully to come to an agreement on an exchange of ambassadors for some time.

Baird said the skeleton staff that was operating Canada's embassy has already fled the country.

"The Iranian regime has shown blatant disregard for the Vienna Convention and its guarantee of protection for diplomatic personnel," Baird told reporters in Vladivostok, Russia, on the sidelines of the 21-nation Asia-Pacific Economic Co-operation forum. "Under the circumstances, Canada can no longer maintain a diplomatic presence in Iran. Our diplomats serve Canada as civilians and their safety is our No. 1 priority."

He also told Canadians to avoid traveling to Iran and warned Canadians with dual citizenship that Iran doesn't recognize the principal of dual nationality.

All Iranian diplomats in Canada have now been declared "personae non gratae," Baird said.

An Iranian semiofficial news agency, Mehr, said the Canadian decision was "in accord with the U.S. hostile policy" against Iran and that it "served Zionists."

Israeli Prime Minister Benjamin Netanyahu issued a statement praising Canadian Prime Minister Stephen Harper for his "bold leadership," which he said sends a "strong message to Iran and the entire world."

Israel views a nuclear-armed Iran as an existential threat, citing frequent references by Iran's leaders for Israel's destruction, its development of missiles capable of striking the Jewish state, and Tehran's support for violent Islamic militant groups hostile to Israel in Gaza and Lebanon.

"The determination shown by Canada is very important in order for the Iranians to understand that they cannot continue with their race for nuclear weapons," Netanyahu said. "This practical step must serve as an example of morality and responsibility to the international community," he said.

Israeli leaders have hinted that they may soon attack Iran's nuclear sites if U.S.-led international diplomacy and sanctions fail to curb the nuclear program. World powers involved in stalled talks with Iran all hope to avoid an Israeli strike and the possibility of igniting a larger war. They also hope to avoid an Iran with nuclear weapons.

Iran's demands include recognition of its right for uranium enrichment ? at the center of the nuclear standoff ? and calls for the U.S. and European allies to ease the sanctions that have hit Iran's critical oil exports and left it blackballed from key international banking networks.

The U.S. and others worry Iran could use its enrichment labs to produce warhead-grade material. Iran insists it seeks to make nuclear fuel for energy and medical reactors only.

"We share Canada's concerns regarding Iran's behavior," U.S. State Department spokesman Patrick Ventrell said. He cited Iran's "military assistance to the Assad regime, failure to comply with U.N. resolutions pertaining to its nuclear program and continued violations of human rights."

"We want all countries to join us in isolating Iran," Ventrell added.

Baird also registered Canada's displeasure over Russia's continued support for the regime in Syria in a meeting with his Russian counterpart, Sergey Lavrov.

"I've already had a meeting with my Russian counterpart and I did so in no uncertain terms," Baird said.

Canada and other countries are upset that Russia and China has repeatedly used their veto powers in the U.N. Security Council to block actions that could have led to sanctions against Assad's regime.

Iran, Syria's key remaining ally in the Middle East, has backed Assad's government for years, and has kept up its strong support for the regime since the uprising began in March 2011. Syrian activists say at least 20,000 people have been killed in the conflict.

U.S. officials have said they believe Iranian flights of aid to Syria include weapons. Iran denies arming Assad's regime.
